Macrocerinae, but apparently not Macrocera, some details which are visible, like reduced anepimeron and wing pattern, indicate it might be Robsonomyiini, similar to Calusamyia hribari Coher, 2011 known only from Florida. Unlike C. hribari, base of M4 is not obsolete in this fly. You should contact a real expert, I'd suggest Jan Ševčík (sevcikjan@hotmail.com)
