Hello
Found in NE of France (Distroff, 57925) the 2021/10/15.
Length : body 8 à 9 mm ; wing : 7 à 8 mm
Arista plumose, hair on the eyes and completely black legs.
I think it's a Phaonia sepcies male ?

Louis, check hairs on meron and underscutellum. If present, so Eric's determination is quite correct.
