Colourfull eyes with metalic tones, body length about 3mm. Found in Lisbon, Portugal. Tephritidae?

Wow, the family was right! But what about the long ovipositor? Is this a male or the angle doesn't allow to see it?

We get them in our samples at work. Even from citrus orchards. Pfft
