Hi Rami, I think it's Chamaepsila cf. rosae: 2 pairs dc, 3 pairs vt, thorax black, femur I w/o row of hairs cf because we cannot see the palps, which should be apically brown/black (Identification Key of the Westpalaearctic Species of Chamaepsila (Diptera: Psilidae) by Wang Xinli (in german). C. nigritarsis is possible, but should have longer hairs ventrally at femur I - maybe we cannot see on the photos.
