Found at Israel.
Looks like Muscidae but has grey colors.

Wow what a quick answer, thanks Jorge.

This fly act very strange, It jump to the air flow for short distance and land again.
The solution found in this pic, It seem its left wing was badly damaged.

yes. maybe a predator attack and the fly managed to escape...
