I am not going to say yes or no. I am not comfortable to ID Italian Hilara without an actual specimen.

Educated guess: H. palmarum? Not present in IT though, according to the not-updated-since-2003 faunaitalia.it: http://www.faunaitalia.it/checklist/invertebrates/families/Empididae.html
