 I would say Carnidae, but let us speak specialists.

I hope that you are right, because it would be a new family for me.
In Finland in this family are two genus: Carnus and Meoneura.

 I asked Tadek, and "unfortunately" it is ephydridi, Ditrichophora or Gymnoclasiopa.
