 Fly with green eyes

Hi, I took this small beautiful fly with green eyes, making a kind of heart face, in Sosoye, Belgium, on the 21/05/2007. I do not see which family of diptera it belongs to. Can you help me? I go further, Dolichopus sp. (I have noted dorsal seta on midbasitarsis). Species ID is not possible.
