To me it looks more like an Anthomyiid male.

Because of the strong bristles in the thorax? I'd say not. I'd say: 1. Because there isn't Fannia with such thorastic pattern 2. If you compare with Fannia gallery - Fanniidae are more soft, more feminine in general impreession. 3. Fannia never has such a strong and such directed setae on hind tibia.
