The only thing that fits (eye bare, 3 post DC, wing with a short petiole, bend in vein M gradual, may bristles on mid tibia, discal bristles on tergite present, vertex broad, strong costal spine) is female Picconia (only one: incurva).

I cannot confirm all features, so this ID is tentative

First of all, note the topcel is open in the second observation. So this feature is variable in this species.

I’d love to see the peculiar piercer, but we can’t. in the second observation, you can however see the abdomen is modified in such a way to contain a piercer. So I’m now more sure the ID is OK.
