Muscidae or Anthomyiidae. This reminds me of some North American Hylemya. I don't remember if there are any species currently assigned to that genus in South America.

More clear like on modified photo. My guess: genus Coenosopsia Malloch, 1924. It has long plumose arista and partly yellow abdomen.
