Hi Lorin, not sure - but it could be Neopachygaster meromelas:
silver band along the eyes
eyes with a horizontal band
femora black, tibiae yellow
(Theo's book on Homeodactyla)

the basal part of the costa is black - this shouldn't be the case in Neopachygaster, correct?
