I'd say Anthomyiidae (anal vein reaches wing margin) - possibly Egle, as mouthparts look quite protruding, and it's early in the season.

Most species of Egle are in the Egle minuta section (sensu Griffiths, 2003) with wing length typically 3-4 mm. |
