It is a very young stage of Anax or perhaps Hemianax. Typical are the longish eyes, which are longer than wide. The larva is too young for a species identification. If the prementum is quite long than it is most likely a A. imperator. If the prementum is short it is another species of Anax (parthenope) or Hemianax. In Aeshna (also in juveniles), the eyes are shorter and in Brachytron the eyes are even more shorter.
