It is a male Hydrotaea irritans. Only Hydrotaea have notched/toothed fore legs in Muscidae.

I think the 3rd photo would be nice for the galery, as well as (if possible) a view of the mid leg showing the spines under the femur and the peculiar brush (fringe) on ventral surface of mis basitarsus. I could make these photos, but yours are well better.
