It is a Terellia female. With these photos my idea is of Terellia (Cerajocera) tussilaginis

It is T. nigronota. The main difference is the black mesonotum patttern (clearly visible on those photos). Furthermore, T. tussilaginis is the western species, which DOES NOT occur in European Russia (except perhaps a few localities in Bryansk Oblast and the Far East (where it was introduced from Ukraine).
