Tephritidae, interspecies copulation?

Is this "interspecies breeding"? Can somebody determine both species? As for female I guess it could be Terellia (Cerajocera) tussilaginis, which is present in the area. Slovakia, the border of the city of Banska Bystrica, at Arctium sp., 12 july 2013
