Thank you for the ID. Now I see that the species you purpose seems to the right one. I also reach to it by following the key in Kütük (2006)*.
*Kütük, 2006. The Fauna and Systematics of the Genus Tephritis Latreille,
1804 (Diptera: Tephritidae) with a Key to the Species of Tephritis
in Turkey. Turk J Zool 30 (2006); 35-356.

The species is from Istanbul, which is in Balkan Peninsula, so Severyn and I have arrived at conclusion it certainly is T. vespertina.
