Looks like Sapromyza zetterstedti.

Better view of back would clinch it. It has all the other features, including large rounded 3rd antennal segment, 4 AC's, and short 1st DC.

in the 3rd Pic, one can see the Dark patch on the back of the the head, (Occiput), But the spots on the abdomen are not visible. I the 1st photo The rounded 3rd antennal segment are clear, and the spots on the abdomen. On balance, if you only submit one photo the second is the best. But I think you can submit many if needed and you are happy doing so?

I know you only tack photos, buy if any one else reading this post, Sapromyza zetterstedt is rare in museum collections (and my own Smile) if there is a chance to collect it please do so.
