This is a male Hydrotaea (Muscidae) : note the 2 well developed calypters (=calyptrata section).

It is a pity the fore femur is not well visible, because it seems it bears the characteristic spines of Hydrotaea meteorica.

I think it really has the meteorica spines set, so I stick at this ID, but this is not certified.
