These flies were photographed last sunday in a pine-holly forest in a deformed holly new shoot. Location in the Pyrenees, northern Spain. Is should be Phytomyza ilicis?

These do not look like Phytomyza to me. They remind me of Chloropidae with the shining frons, but I'm not sure of family.

too shiny black to be a Phytomyza. Have you got further photos? Wing, and a better view of the subject can help.

The shin can be an effect of the flash (look at the holly leaf: it's also more shiny that it should be)

Chloropidae, and the thick arista make me think to Elachiptera.

Nice hypothesis, and one that has similar traits as photo 2 is E. cornuta (I guess the species' name derives from the thick dark arista similar to horns).

Personally I think Elachiptera can be considered the right genus'ID (the others have different type of arista).
