Dilophus. It might be febrilis. I don't know what the other species look like.

A female of Dilophus febrilis - they are frequently seen at the moment. Females have tinted wings with a clear tip. The males' wings are clear except the black stigma, and the males have very big eyes (the whole head is eyes).

P.S. The ring of spines at the tip of the front tibia makes it a Dilophus, a Bibio has a stout spine at the tip of the tibia.
