I saw this Conopidae fly yesterday (18.07.2020) in my garden (Landkreis Lüneburg, Niedersachsen, Germany). I'm not really sure, but I suppose it's the same individual one Eryngium planum and on Origanum vulgare.

Hi Jürgen,

meanwhile Jens-Hermann Stuke has determined it as Conops flavipes.
I think Conops quadrifasciatus has orange-red legs (see picture below from 2017).

I think today I really photographed C. quadrifasciatus (didn't check the photos, yet).
