If it was found near salt water it is probably Fucellia (dichoptic male Anthomyiidae without hairs under ventral surface of scutellum and with lateroclinate fronto-orbital bristles).

Yes. AFter ID-ing as Anthomyiidae I suggested to scan the Gallery for fitting species. ABout the location, Sheyda wrote:

I agree with John. "Islands Kaspian sea" fits OK!
Check base of ventral surface of f3 (I marked it with arrow), it is male, should be tubercul with hairs.
