Hi there, I found it on a rhodo leave where I usually see small Orthocladiinae and I first thought it was one of them. However its behaviour was quite different with very quick moves and abrupt stops while bending head down and wings up. It reminded me of a dancing male during courtship. I think it belongs to the sub-family Mycetophilinae, but I cannot go further. This pic was taken yesterday in SW France and I wonder if this could lead to the genus.
