And finally with this key (in german):
Identification Key of the Westpalaearctic Species of Chamaepsila (Diptera: Psilidae), Wang 1988:
2 scutellar bristles, 2 dorsocentrals, 3 verticals, thorax all black OK.
We cannot see the underside of the fore femora:
Fore femur with row of longer hairs ventrally? = nigricornis else rosae

Our flies seem to be C. nigricornis or rosae.
