SW France last night, attracted to the light, 2 - 3 mm long.

I'm not sure we can identify a genus from this pic, I certainly cannot propose any, but the wing veins and spots could perhaps give a lead.

Difficult to be certain, but this looks very like Chironomus striatipennis (= C. strenzkei)

Does not look very common around here ... but we may not notice it because of its size.
