Could it be genus Phyto? And further - Phyto melanocephala rather than Phyto discrepans?
Eastern Poland, middle of june.

No, wing venation does not match (acute bend in vein M, open topcell).

It is a male Sarcophaga sl. of the smaller subgenera (Helicophagella or alike).
