This is Asilidae, but something less commonly encountered. Could you add a photo that clearly shows the wing venation, and a photo that clearly shows the apex of the anterior tibiae?

Also, if you can, I would encourage you to collect more of these, especially some females.

I see it was collected in steppe. What was the microhabitat? What was it perching on?

Excellent work Ruslan!

I'm still working to ID this fly, but I can say for now that this is something very unusual.

Should I put a few legs from these flies in alcohol for DNA? :)

How many specimens do you have? If you have an extra, I'd suggest throwing the entire specimen into 90-100% ethanol.

I don't want to get ahead of myself, but these may end up being type specimens so I would prefer at least 1 male and 1 female stay fully intact.

6mm /4ff on needles already. But if necessary, I can take a few more for alcohol. They live at a distance of 800-900 meters from my garden. :)

Yes, if you can get a few fresh specimens into ethanol that would be very good (1-2 would be sufficient).

I'm assuming they perch/hunt from the vegetation?

Yes, they sit exclusively on the grass. In the middle tier.

Is a Cyrtopogon sp. possible?

I would say no, unless the species was placed in the wrong genus. Cyrtopogon has a pronounced facial swelling (gibbosity) and the structure of the antennae are quite different. It is also generally 'hairy' and not so much 'bristly'. Compare with https://diptera.info/photogallery.php?photo_id=960.
