Hello,
Yesterday (20.05.20) I saw these flies on the same meadow (in Leipzig) as the other fly (https://diptera.info/forum/viewthread.php?thread_id=95232) on Centaurea jacea.
Is this Urophora quadrifasciata?

Yes, all three are Urophora quadrifasciata.
