Hi,
It is a male member of family Bibionidae. Unfortunately, the picture is rather blurred and does not show the details that are needed for identification. Even the genus is not clear. I guess it is a
Dilophus, not a
Bibio. In
Dilophus, the fore tibiae have a ring of short apical spurs, while in
Bibio the fore tibiae bear a strong apical spur and a smaller one. But I cannot see and say more, sorry.
