Unfortunately, I have only two additional photos showing nearly the same features, and not the fore tarsi.
Regarding the Miltogramma species known for Lower Saxony, thanks to Jens-Hermann Stuke, who published a list of Diptera reported from Lower Saxony recently, I can say that only M. germari, M. murina and M. punctata are mentioned. But of course that doesn't mean that oestraceum can be excluded, as I understand it, because the overall knowledge of Sarcophagidae (an Diptera of most families in general) for Lower Saxony is still quite poor.
And the host of oestraceum, Dasypoda hirtipes (if my information is correct), is quite common on the sandy soils here.
