Hello,
On October 26, 2019 in the south of France on ivy.
A small fly less than 5 mm long.
The picture is not good but the scutellum seems to me to have a very cut-out shape that can perhaps lead to a family?

Yes, not much to be seen... Probably Calliopum.

With a blurry picture it wasn't easy!
On INPN, in France, there can be Psilopa nitidula, polita and roederi.
I can't find any pictures of P. roederi but I see that the light color of the legs I doesn't correspond to either P. nitidula or P. polita.

Anyway Psilopa sp. may be a solution. I was led by the given length of animal ("less than 5 mm"), but, of course, less than 2.5 mm, which is usual length of Psilopa, is less than 5 mm as well.

Sorry Jan, I didn't make a measurement and I only had a memory of a very small fly that was difficult to photograph :|
