The wing pattern matches the illustration of Pseudotephritis millepunctata in figures 8 and 9.

Looks like I have already IDd this species from Mordovia very recently for Libor Dvorak -- perhaps the guy who collected it was asking Libor first.
And yes, I have confirmed it is P. millepunctata, the first record from Europe.
The publication of a short paper seem to be expected. I am not joining them as a coauthor. Just acknowledgements.
