Around Moscow, 21 okt, under dead wood, 3mm.
Is it Diptera?
If yes, Brachycera?
Pupae or larvae?

I am more inclined towards a beetle larva.

Shape if the body, the strong bristles and the fact that it appears to be having a strongly sclerotised head. The latter is only found in Nematocera and I cannot think of any midge with similar larvae.
