The suggestion of Tolmerus cingulatus is not strange. It is not T. atricapillus for the typicical "kite-tail" is lacking. The mystax is largely white. Because of the angle of the picture the spots on the front and middle tibiae are not clearly visible. In this case the hypopygium would be most important and it is not clearly visible because of the dark background. This could also be T. micans or strandi. Based on this picture it is not possible to give an ID with any certainty.
