I'm inclined towards Neria nigricornis (http://micropezid...my/term/26) given that it's black and the country it is from.
My notes on this are as follows:
Head: Frons black with an orange strip next to the antennae. Antennae: scape, pedicel and flagellum yellow, the latter with darkened edges Thorax: Black & shining on the mesonotum, some pruinosity on the pleurae. Legs: Hind femur with one black ring

It would be nice, because species is pretty rare in Finland. Unfortunately it lives only in Lapland and Jyväskylä is in Middle-Finland. Nowadays the direction of distribution is from south to north.

It is indeed rare, so any observations you may have about its habitat would be of value. As would a precise Lat/Long
