Yes you are right.
Tipula pseudovariipennis is quite similar with Tipula varipennis.

This point 13b

- Antenna segments 1 and 2 (fig. F58) or 2 and 3 (fig. F59) lightly colored. See also F116 (=T.pseudovariipennis).

I think this specimen's segments 2 and 3 are not lightly colored but I am not sure.
Is there closer photo from antenna segments 1-3 ?
