There are three agromyzids associated with Aquilegia - Ophiomyia aquilegiana which mines stems, Phytomyza aquilegiae which produces blotch mines in leaves and Phytomyza miniscula which makes an irregular linear mine. I suspect yours is P. aquilegiae, but I can't see all the detail to be sure.
Best to look out for mines in a few weeks' time.
