After much fussing, I think I have this one keyed out to
Thricops using the Manual of the Nearctic Diptera. However, I'm a novice at this and also don't have access to either Savage's 2003 revision of the genus or Malloch's 1921 paper on "
Trichopticus" so I'd really appreciate some help with the ID.

But I don't think it helps: it is not Azeliini, but some Nearctic
Phaonia (NA Phaonia badly need revision, so I can't give you species name).

Thanks Dr. Vikhrev! I think I misinterpreted couplet 18: "Hind coxa with a row of setae near Iower margin of posterior surface" (leading to
Thricops) vs. "Hind coxa without setae on posterior surface" (leading to
Phaonia)
