It MIGHT be... The little female is extremely dirty, we can hardly recognize the setae on the legs! And if you try the key by Ball (http://scathophag...agidae.pdf), you have problems already with the first question: arista long haired or not. IF YES, we COULD arrive at S. inquinata, as there seem to be ad bristles on the hind femora. However, the hind margins of the tergites should be a bit darker. So S. cf. inquinata ist the most this fly can get - sorry...
