P. geniculata could be, but to be sure, I think it would be wise we could see more details (what color the palpus has, lenght of the lower calypter, lenght of the prealar, etc.)
There are several other species which look the same.
Always tricky with Pegomya to ID them from photos only.
The surest way of course is....genital preparation.
