Northern Germany, Hamburg-Rissen, Wittenbergener Ufer, walking path along the river Elbe, length: 4 mm, 15th of October 2017, (Photos: kuv). Is my idea - after searching in the Diptera gallery - ok? Please help to get the ID.

Probably Tanypus punctipennis.
