Hi,

please ID this tephritid. Maybe this is Urophora cuspidata ??

Location: Lithuania 06.16

could be Urophora jaceana but i think that a host plant is necessary for males.
wait for an expert opinion.

Almost certainly Urophora solstitialis L. -- The fore femur is entirely yellow in U. jaceana

Concerning U. cuspidata -- yes, it is possible, but males cannot be identified with certainty unless you know the host plant
