Flensburg, N.Germany, 15.00pm 14th August 2018. This was after a few days of light rain in a drought summer.
Found on my garage window.
4.5mm body, 4mm wing
Could this be Palloptera cf. ustulata female?

Yes, cf. ustulata. You cannot exclude anderssoni without male dissection.
