sorry for taking so much time to reply. I've been busy.
the lack of a modified fore femur eliminates
Hydrotaea and the chaetotaxy eliminates
Azelia. So, yes,
Hebecnema. I believe that the haltere are yellow. I think that it is most likely
Hebecnema vespertina but we cannot see enough to be certain.
I am content with
Hebecnema cf vespertina.

P.S. H. fumosa because:
1. It has remarkably large and reddish eyes.
2. H. vespertina is a spring species, males in May or early June, but not at late July.

yes, the eyes bothered me but i don't have a
fumosa specimen.
