Two weeks ago in Gronau-Epe on the edge of a farm road, about 10mm tall, is it the clutch (I do not know the technical term) of a Tabanidae?

Yes, this is a typical tabanid egg mass. From the size you indicate, I would suggest one of the larger
Tabanus.
