Not my observation and the observer did not have a good camera at hand. At first sight it looks like a moth fly, Psychodidae. But at second sight it seems to lack the typical hairs around the wing, it does not like any Psychodidae species I know and it seems to have more contrast. Any hint is welcome.

Well, it's the quality of the picture... It has hairs around the wing, it is a (male) Clytocerus, but the markings are different from the known species of the Netherlands, C.ocellaris and C.splendidus. Approximate border of the wing, see picture.
