I really didn't know what it is until my Wife suggested Culicidae. Is it possible to tell more from this photo? a genus will be nice. I think that it is a female. I tried to make some photos but it doesn't want to sit still.

Thank you, John. Very good. I never thought of Ceratopogonidae. I am used to the dark or black males with those interesting antennae. I have a male and female specimen of the black color but i have not examined them. I don't recognize the female but broken antennae doesn't help me.
