OK, so I run it through tachiinidae.eu and it confirmed by idea: Elodia.
In which case is looks like Elodia morio, which is reported only once for the Netherlands.
This is definitely NOT an identification it is simply not possible so see all the features. From what I seem to be able to see, I would know no other genus that fits. But maybe the picture is playing with us, likel maybe the abdomen in not black but does have pruinescence .....
